The RCMP say the man was arrested under the Liquor Control and Licensing Act after a business in the city filed a complaint at 9:30 p.m. on Tuesday.
The RCMP say officers found the man in a nearby parking lot and he was being held until he was able to care for himself.
Joshua Joseph Pooli is facing charges of failure to stop at the scene of an accident causing bodily harm, possession of stolen property and dangerous operation of a motor vehicle causing bodily harm.

Joshua Joseph Pooli, 29, previously from Kamloops was arrested in Prince George Wednesday morning as the suspect in a pedestrian hit and run from 2016.
The jogger suffered serious but non-life threatening injuries. RCMP searched the area extensively and the suspect vehicle was found later that same day near the Halston Overpass. It had been stolen earlier in the morning,” said Shelkie, adding the suspect’s DNA was found inside of the vehicle but it did not match any of the samples within the National DNA Data Bank. Recently, the DNA was matched with a suspect who was from Kamloops but currently living in Prince George.
“We are very pleased that a suspect has been identified. This is a case where modern police investigative techniques, and patience, has paid off,” said Shelkie.
Pooli will be transported to Kamloops to face charges of fail to stop at scene of accident causing bodily harm, possession of stolen property and dangerous operation of a motor vehicle causing bodily harm.
