The two-year-old boy was struck by the car at a property on Hopetoun Street in Rochester about 12.30pm on Thursday.
An Ambulance Victoria spokesman said the boy was in a serious condition with suspected leg and abdominal injuries. He has been taken to the Royal Children's Hospital.
Neighbour Bernadette Williamson, a grandmother and great-grandmother, said she often stopped to chat with families and their young children in the part of the street where the tragedy occurred.
